Resists arrest

MOUNT CARMEL - Brian George Santelli, 20, of 1438 Chestnut St., Kulpmont, was arraigned Wednesday on charges of resisting arrest, loitering and prowling at night, underage drinking and criminal trespass involving an incident that occurred earlier in the day in the 600 block of West Fifth Street.

According to a criminal complaint filed by Mount Carmel Cpl. David Donkochik, Santelli and two other males were found sitting inside a school bus near Mount Carmel Area High School at about 1:20 a.m. Police detected a strong odor of alcohol on Santelli's breath and said the defendant became verbally aggressive before resisting arrest, prompting Donkochik and Kulpmont Officer Michael Pitcavage to wrestle him into a seat on the bus before handcuffing him.

Santelli was committed to Northumberland County Prison in Sunbury by Magisterial District Judge Hugh Jones after failing to post $20,000 bail.

Simple assault

MOUNT CARMEL - Ryan P. Williams, 33, of 24 E. Third St., Apt. 400, Mount Carmel, has been charged by Mount Carmel Patrolman William Adamski with two counts of simple assault and one count of harassment and disorderly conduct relating to a disturbance at 2 p.m. Tuesday at his apartment.

Police reported Williams is accused of punching Kimberly Resh in the face multiple times, causing injury.

Williams was committed Tuesday to Northumberland County Prison in Sunbury after failing to post $1,000 bail at his arraignment before Magisterial District Judge Hugh Jones. The defendant posted bail Wednesday morning and was released from prison.

Domestic dispute

EXCELSIOR - A 32-year-old Coal Township man was jailed Tuesday after he allegedly caused a disturbance in Excelsior by shouting, continuously honking his vehicle's horn and kicking and throwing rocks at his girlfriend's Jeep, according to court papers.

The alleged incident occurred about 10 p.m. outside the home of Rose Rickert, 140 Lower Excelsior Road, after her daughter, Kim, said she wouldn't leave with Aaron Bressi to go to his home at 1727 Pulaski Ave. Police said the younger Rickert was frightened by his actions.

Bressi was subsequently taken into custody outside of his home where he reportedly was throwing boxes of Rickert's clothing onto the porch and into the street.

He is charged by Coal Township Patrolman Matthew Hashuga with two counts of disorderly conduct. He was arraigned late Tuesday by Magisterial District Judge John Gembic III, Shamokin, and remanded to Northumberland County Prison, Sunbury, in lieu of $10,000 straight bail.

A preliminary hearing is scheduled for June 11.

Theft

JORDAN TOWNSHIP - The cellphone of Thomas Carl Bohler, 54, of 496 Schwartz Road, Herndon, was stolen from his 1993 Saturn Coupe while it was parked in the area of Raupstal and Schwartz roads between midnight May 19 and 3 p.m. May 20, according to state police at Stonington.

Trooper James A. Yankovich said that anyone with information is asked to contact state police at 286-5601.

Driver flees scene

EAST CAMERON TOWNSHIP - State police at Stonington are continuing their search today for the driver of a 2003 Saab 93 involved in an accident early Thursday morning on Route 3004.

Police said the operator was traveling north at 4:25 a.m. in the right lane when the car exited the road while negotiating a slight left uphill curve. The auto then struck a ditch with its front end, spun around and came to rest with its rear end partially on the road.

The car sustained minor damage.

Police said the driver is facing a citation for driving too fast for road conditions.

Pleads guilty

MOUNT CARMEL - Katie Marie Keister, 18, of Hegins, pleaded guilty Wednesday to disorderly conduct and providing false identification to law enforcement authorities and was ordered by Magisterial District Judge Hugh Jones to pay a $500 fine plus costs and placed on supervised probation for 12 months.

Additional charges of resisting arrest, two counts of unsworn falsification to authorities, hindering apprehension or prosecution and false reports were withdrawn.

Keister was charged by Mount Carmel Lt. Christopher Buhay in connection with an April 10 incident in which Donnie T. Carl, 26, of Hegins, allegedly fired a shot into an occupied apartment building at the corner of South Beech and West Sixth streets.

Petersburg Sheriff's Office Offers CarFit Program for older drivers

$

PETERSBURG - CarFit is an educational program created by the American Society on Aging and developed in collaboration with AAA (American Automobile Association), AARP and the American Occupational Therapy Association and offered in partnership in Petersburg with the Sheriff's Office and Petersburg TRIAD.

The program is designed to help older drivers find out how well they currently fit their personal vehicle, to highlight actions they can take to improve their fit, and to promote conversations about driver safety and community mobility. A proper fit in one's personal vehicle can greatly increase not only the driver's safety but also the safety of others. Older drivers can take important measures to mitigate the stress associated with driving.

"It is critically important that mature drivers make safety a personal priority," said Sheriff Vanessa Crawford. "Driving today is more difficult than ever because of increased traffic congestion, longer commute distances, new technology and faster speeds."

Three quick examples underscore the importance of road safety to the CarFit program, which reviews 12 key areas of the driver's fit to the personal vehicle.

Example one: Knowing how to properly adjust one's mirrors can greatly minimize blind spots for drivers who may wish to change lanes.

Example two: Good foot positioning on the gas and brake pedals is important. If the driver is reaching with his or her toes to press on the pedals, it can cause fatigue in one's leg and slowed reaction times.

Example three: Drivers run a risk of serious injury if they are sitting closer than 10 inches to the steering wheel.

CarFit was pilot tested in 10 cities in the spring of 2005 with more than 300 older driver participants. Based on findings from the CarFit checklists completed at the events and follow-up surveys of participants, the program appears to be highly effective on multiple fronts. Some of the results show:

... over one-third (37 percent) had at least one critical safety issue needing addressed.

... one in ten (10 percent) were seated too close to the steering wheel.

... approximately 20 percent did not have a line of sight at least 3" over the steering wheel.

In addition, the vast majority of those responding to the survey indicated that as a result of having gone through the CarFit event, they made a change to improve the fit of their vehicle, their use of safety features in their vehicle and/or their willingness to discuss their driving with family and/or health care providers.

The Petersburg Sheriff's Office and the TRIAD CarFit Program will be held from 9 a.m. until 2 p.m. Wednesday, in the Good Shepherd Baptist Church parking lot, located at 2223 South Crater Road.

Program events are designed to provide a quick but comprehensive check of how well you and your vehicle work together. A trained professional will ask you simple questions and complete a 12-point CarFit checklist. The entire process takes about 20 minutes, and you leave with recommended car adjustments and adaptations, a list of resources in your area and greater peace of mind.

For further information, contact Sheriff Crawford in the Petersburg Sheriff's Office at 733-2369.

Woman arrested for striking police officer

Kenzie Lynn Rider, 22, of Canton has been charged by Towanda Borough Police for resisting arrest, disorderly conduct and public drunkenness relating to a May 20 incident outside of Finlan's Tavern on Main Street in Towanda.

According to police, Rider initiated multiple verbal confrontations with Patrolman Josh Lake before becoming physical with another female at the bar. Lake then attempted to place Rider under arrest as she hit him with an open hand in the face and chest.

Shortly after, as Rider was being placed in a patrol car, she struck Lake twice in the groin before finally cooperating with authorities.

Rider was released on non-monetary bail and is scheduled to appear before Magisterial District Judge Timothy Clark on May 29 for a preliminary hearing.

Man arrested for wiretapping

Bastion then furnished police with a digital recorder which he said stored over 600 hours of conversation that would support his innocence.

Police informed him that it is illegal to record a private conversation without the other party's consent and Bastion stated he was unaware of said law.

Bastion was arraigned by Magisterial District Judge Jonathan Wilcox and held on $35,000 bail until his preliminary hearing on May 29.

Man faces hearing on marijuana charge

Quintin Ray Wandell, 20, of 35483 Route 14, Gillett, faces a preliminary hearing at 1 p.m. today before Magisterial District Judge Jonathan Wilcox of Troy on charges that he possessed a small amount of marijuana for personal use around 1:16 a.m. June 26 at Troy Hospital in Troy Borough, according to court papers.

The papers note that Wandell is also charged with using, or possessing with the intent to use, drug paraphernalia, namely a silver and red dice smoking pipe; and the purchase, consumption, possession or transportation of liquor or malt or brewed beverages.

According to an affidavit prepared by Pennsylvania State Police Trooper Kevin Hibson, Wandell was sitting in the waiting room of the emergency room area, and said that he was drunk and wanted to go to jail.

Wandell told police he was getting alcohol from "some guy he didn't know, in an alley, somewhere in the borough," and stated that he drank beer, whiskey and some other kind of mixed drink. Police said the smoking pipe and a plastic baggie with green vegetable matter that later tested positive for marijuana was found within a small pocket along the right side of Wandell's shorts. Test results indicated the presence of alcohol within Wandell's system (.11 percent), police said.

Wilcox said Wandell was sent a summons.

People charged with DUI

The following people were recently charged with driving while under the influence in Bradford County:

Shawn Allen MacDougall, 36, of 2 Mount Airy Road, Wellsville, Pa., by Pennsylvania State police for an incident around noon on Feb. 13 at the intersection of Route 6 and Orchard Hill Road in Troy Township.

In addition, MacDougall was charged with using, or possessing with the intent to use, drug paraphernalia (namely a metal smoking device); driving while operating privilege is suspended or revoked; and careless driving, according to court papers filed with the office of Magisterial District Judge Jonathan Wilcox of Troy. An affidavit notes that the residue in the metal smoking device was found to contain marijuana.

Trooper Kevin Hibson, who was dispatched to the area for the report of an erratic driver who may have been under the influence, said that he found a gold Dodge Intrepid pulled off the left side of Orchard Hill Road with the windshield smashed in two places and the front passenger window smashed out. MacDougall was identified as the operator of the vehicle, and appeared extremely uneasy and continued to have sudden body jerks and uncontrolled movements, according to the affidavit. The trooper asked MacDougall if he was under the influence of any illegal substances, or if he had used any recently. The trooper noted that MacDougall related that he used bath salts around 9:30 a.m.

Wilcox said that MacDougall was sent a summons for a preliminary hearing at 1 p.m. today.

Cain Douglas Ellsworth, 24, of 59 Twig Lane, Canton, by Pennsylvania State Police for a one-vehicle rollover crash that occurred around 10:50 p.m. April 7 along Brague Road, Canton Township.

In addition, Ellsworth was charged with a speeding violation, a seat belt violation, and careless driving, according to court papers filed with the office of Magisterial District Judge Jonathan Wilcox of Troy. Trooper David Sweeney said that the vehicle was off the west side of the roadway, with major disabling damage. A person who heard the crash saw a man holding a child, bleeding, and asking for a ride to the hospital, according to an affidavit. Police said the child was checked over by EMS personnel, but the operator of the vehicle, Ellsworth, refused treatment. Police said Ellsworth had a blood-alcohol content of .110 percent.

Wilcox said Ellsworth was sent a summons for a preliminary hearing at 1 p.m. today.
