- Kidnapping/Abduction: At 9:24 p.m., Dec. 6, police responded to the 3500 block of Granby Street for a reported disturbance. Known offender held victim in residence at gun point. Victim managed to exit residence. Offender was later persuaded to exit and was arrested.

- Larceny/Theft of Motor Vehicle Parts/Accessories: At 3 p.m. Dec. 2, police responded to the 900 block of Colonial Corner Drive for a reported larceny. Unknown offender stole vehicle plates.

- Larceny/Theft of Motor Vehicle Parts/ Accessories: At 11 p.m. Dec. 3, police responded to headquarters regarding a larceny that occurred in the 300 block of Maryland Ave. Unknown offender stole vehicle plates.

- Vandalism/Damage/Destruction of Property: At 2:30 p.m. Dec. 3, police responded to the 400 block of Pinoak Drive for a reported vandalism. Unknown offender broke vehicle window.

- Vandalism/Damage/Destruction of Property: at 6:15 p.m. Dec. 6, police responded to the 3400 block of Wilmington Avenue for a reported vandalism. Unknown offender damaged lawn decorations.

- Vandalism/Damage/Destruction of Property: At 8:46 p.m. Dec. 6, police responded to the 900 block of Buren Street for a reported vandalism. Unknown offender damaged residential window by throwing a rock.

- Vandalism/Damage/Destruction of Property: At 1:54 a.m. Dec. 8, police responded to the 300 block of Woodbine Street for a reported vandalism. Known offender broke the glass on a residential storm door and was arrested.

- Vandalism/Damage/Destruction of Property: At 12 p.m. Dec. 8, police were dispatched to the 4000 block of Oaklawn Boulevard in reference to an assault. Known offender assaulted victim by chocking, damaged hotel room and clothing and was arrested.

Man charged with theft

A Waverly man was recently charged with retail theft by Athens Township police.

According to information filed with Magisterial District Judge Michael Shaw, Garrett James Dauberman, 26, was also charged with criminal trespass, recklessly endangering another person, disorderly conduct and harassment.

Police said Dauberman removed over $1,000 worth of items from the Walmart store on Elmira Street, including a television, a desktop computer, headphones and an electronic music player.

Police said that while fleeing the store, Dauberman sped backward in his vehicle, turning the wheel and striking a shopping cart. The cart was thrown in the direction of a store employee, nearly striking him, police said. Dauberman also threatened to harm another employee while attempting to leave the store with the merchandise, police said.

Dauberman was arraigned Dec. 12 and remanded to the Bradford County Jail in lieu of $5,000 bail. Dauberman's preliminary hearing is scheduled for Dec. 17.

Sayre man charged with assault

A Sayre man was recently charged with simple assault by Athens Borough police.

According to papers filed with Magisterial District Judge Michael Shaw, Jason Robert Vandyke, 41, was also charged with harassment.

Police said Vandyke threw an adult male to the ground during a Dec. 8 altercation outside the American Legion on Public Street, causing minor head and elbow injuries.

Vandyke's preliminary hearing is scheduled for Jan. 21, 2014.

One injured in MVA

State police at Towanda recently investigated a one-car motor vehicle accident in Litchfield Township.

According to information from state police, a 2007 Pontiac G5 operated by Guy Mavor, 84, of LeRaysville, was headed eastbound on Windham Summit Road at about 3:50 p.m. Dec. 3 when it traveled into the road's south side ditch and struck a tree, spinning approximately 180 degrees.

Greater Valley EMS transported Mavor to Robert Packer Hospital in Sayre for treatment of neck and right arm injuries of unknown severity, police said. Mavor was wearing his seatbelt at the time of the accident, police said.

Police cited Mavor for failure to stay in lane, according to police.

Gillett woman charged with harassment

State police at Towanda recently charged a Gillett woman with simple assault and harassment following an altercation in Ridgebury Township.

According to state police information, Amber Star Smith, 30, is accused of being involved in a verbal argument that turned physical with an adult female Nov. 5 at a Berwick Turnpike residence.

Athens bar cited for liquor law violation

An Athens Borough bar was recently cited for violations, by the state Bureau of Liquor Control Enforcement.

According to information provided by the bureau, Slammerz Bar and Grill, located at 506 S. Elmira St., was issued a citation Nov. 7 for permitting smoking in a public place where smoking is prohibited. The establishment is also accused of failure to post signage as required by the Clean Indoor Air Act, according to the bureau.

The charges will be brought before an administrative law judge who has the authority to impose monetary penalties or license suspension or revocation, according to the bureau.

Strikes deer

DANVILLE - A 77-year-old Mount Carmel man was injured Wednesday after he crashed into a deer in Liberty Township, about 7 miles northwest of Danville.

According to a public information report released Sunday by state police at Milton, Joseph T. Roscoe was driving a 2001 Saturn SC1 west on Liberty Valley Road, about 1/4 mile east of Mooresburg Road, when the deer ran onto the roadway. After colliding with the animal, Roscoe's vehicle spun across the oncoming lane and struck a ditch.

The accident occurred shortly before noon.

Trooper Chad Rarig described Roscoe's injury as moderate. He was taken by Liberty Township Fire Department to Geisinger Medical Center, Danville, where he remained in serious condition Sunday afternoon.

Roscoe was wearing a seat belt, police said.

Condition update

DANVILLE - A 22-year-old West Hazleton man injured in an accident Saturday on Route 225 near the Zerbe Township-Little Mahanoy Township line remained in critical condition Sunday afternoon.

Otto R. Jacome lost control of a 2003 Ford F-250 he was driving north about 10 a.m., drove down an embankment, crashed into one tree and deflected off another, state police at Stonington reported.

A passing motorist removed Jacome from the truck, which burst into flames.

Mailbox stolen

IRISH VALLEY - Nicole Marie Belgio, of 575 Elm Road, Shamokin, reported to state police at Stonington that someone stole a Bass-shaped mailbox from in front of her home between 1 p.m. Dec. 9 and 1 p.m. Dec. 10. Anyone with information is asked to call police at 570-286-5601.

2 SUVs crash

MAHANOY CITY - A 24-year-old Ashland man was airlifted to Geisinger Medical Center, Danville, following a two-vehicle crash Sunday on Route 54 in Mahanoy Township, Schuylkill County.

Nikolas Wydra was listed in fair condition Sunday afternoon, according to a nursing supervisor.

State police at Frackville reported that Wydra was driving a 1998 Chevrolet Blazer north on a haul road about 1:40 p.m. and was attempting to cross Route 54 (Suffolk Road) when he drove into the westbound path of a 2004 Ford Explorer. The Explorer struck the Blazer's passenger side.

Wydra was flown by Medevac 7 to Geisinger for a head injury, Trooper Paul Hardnock said in a public information report.

The Explorer's driver, 54-year-old Michael Matunas, of Mahanoy City, was not injured. A 16-year-old passenger suffered a minor leg injury and was taken by ambulance to Schuylkill Medical Center-East, Pottsville.

Both drivers were wearing seat belts, and both vehicles were towed.

Citations against Wydra are pending, police said.

Assisting were Citizens and West End fire companies of Mahanoy City, Lost Creek Ambulance and Shenandoah ALS.

Criminal mischief

COAL TOWNSHIP - Gerald Sherman, 50, of Coal Township, reported someone smashed the outside passenger rear view mirror on his 2004 Chevy S-10 pickup truck between 2 and 6:30 a.m. Sunday in the 1100 block of West Arch Street.

Anyone with information about the vandalism is urged to call Coal Township police at 570-644-0333.

Safe stolen

WHITE DEER TOWNSHIP - State police at Milton reported someone entered the home of Kurtis Alan Vonneida on Sunshine Drive on Dec. 8 and removed a safe containing personal documents and prescriptions.

Hit and run

JACKSON TOWNSHIP - State police at Stonington are searching for the driver of a small dark car involved in a hit-and-run accident at 11:30 p.m. Saturday at the intersection of Tulpehocken Path Road and township route 350.

Police said the operator descended a hill at a speed too fast to stop in the inclement weather, causing the auto to slide through the intersection and into a building owned by Dave Weaver, of Mandata Road, Herndon, resulting in extensive damage. The driver then fled the scene east on Tulpehocken Path Road.

Police said the car had a loud exhaust and should have damage to its front end.

Anyone with information about the accident is urged to call state police at Stonington at 570-286-5601.

Domestic disturbance

EXCELSIOR - Bernadette Yeager, 51, of 176 Upper Excelsior Road, Excelsior, has been charged by Coal Township Patrolman Matthew Henrich with simple assault and harassment involving a domestic disturbance Saturday night.

Yeager is accused of pushing her husband, William Yeager, during an argument at 6:15 p.m. at their home, causing him to fall to the ground and hit his head on an antique scale. Police said William Yeager's head was bleeding and required medical attention.

Bernadette Yeager was arraigned Saturday night by on-call Magisterial District Judge Hugh Jones of Mount Carmel and released on $5,000 bail.

Retail theft

SHAMOKIN - Kenneth K. Lamar, 35, of 115 W. Montgomery St., Shamokin, was cited by Patrolman Nathan Rhodes for retail theft for allegedly stealing four packs of batteries and two apple pies valued at $27.98 from Turkey Hill Minit Market on West Lincoln Street at 12:30 p.m. Dec. 9.

Theft charges

MOUNT CARMEL - Blake W. Boyer, 19, of 718 Centre St., Ashland, was charged by Lt. Christopher Buhay with burglary, criminal trespass, theft, receiving stolen property and loitering and prowling at night.

Police reported Boyer is accused of stealing $265 worth of items from a home at 510 E. Fifth St. owned by his mother, Diane Boyer, on Oct. 17.

DUI

RIVERSIDE - Gerald R. O'Brien, 56, of 28 Perry Ave., Lot 19, Bloomsburg, was charged by Patrolman Gerard Zeidler with two counts of driving under the influence of alcohol relating to a Dec. 6 incident at Avenue G and Snyder's Lane.

Police reported O'Brien had a blood-alcohol content of .296 percent.

Drug paraphernalia

MOUNT CARMEL - Brandon T. Chapman, 19, of 119 S. Vine St., Mount Carmel, has been charged by Cpl. David Donkochik with possession of drug paraphernalia.

Police said Chapman was found in possession of a homemade smoking pipe and two plastic sealed baggies containing small amounts of green residue similar to Spice or marijuana.

Police reported the incident occurred Dec. 10 at Fourth and Peach streets.

Scranton mayor-elect says he misspoke

Scranton Mayor-elect Bill Courtright said he misspoke earlier this month when he told community groups that tension between city police and the state attorney general's office was a situation that would end when he takes over as mayor.

Asked to elaborate on his comments made Dec. 5 at the West Side Senior Center to about 20 members of crime watch groups and neighborhood associations, Mr. Courtright said he was referring to a situation that may have existed in the past, when he was a city councilman, and he was not saying there is tension today between the law enforcement agencies.

On Dec. 5, Mr. Courtright addressed various topics, including improving safety and quality of life and the city's financial situation.

At that time, Mr. Courtright spoke of tension between members of the state attorney general's office and the city police, and about "egos," specifically regarding the sharing of confidential informants in drug investigations. He added there will be greater collaboration between the two agencies when he is mayor. At that time, Mr. Courtright had said, "Maybe you don't want to share with another agency, because they'll make the bust and you won't," and, "That nonsense is going to go away."

Asked afterward about his comments, Mr. Courtright said he was referring to what he believed was the situation several years ago between city police and the attorney general's office, around 2006 when he was a city councilman. He said he had no evidence for that opinion and it was based on his recollection of hearsay from when he was a councilman.

When The Times-Tribune reported Mr. Courtright's public comments in a Dec. 6 article, he said he realized he may have given the wrong impression and went to the Police Department to clarify to officers that he was speaking about the past, not the present.

"I certainly didn't mean recent, not at all. That's why I immediately went down to them to clarify it," Mr. Courtright said.

As for his remark, "That nonsense is going to go away," sounding like it was a current situation, Mr. Courtright said, "If I spoke and it came across the wrong way, then I certainly apologize, but that's not what I meant at all."

Scranton police Detective Sgt. Tim Harding said he was surprised to read Mr. Courtright's comments in the Dec. 6 newspaper article because he works with several investigators from the attorney general's office and is not aware of any strained relationship, either past or present.

"We've always enjoyed a great relationship," said Detective Sgt. Harding, who has been on the force for 15 years. "I never knew there to be a bad relationship. To my knowledge, I never saw there was any bad rapport" between the city and state law enforcement agencies.

Contractor fails to complete work

Michael J. Allen, 39, of Rome has been charged by Towanda police with deceptive business practices and theft by deception relating to a March 7, 2012 incident on Bridge Street in Towanda Borough.

According to police, Allen was paid $6,300 to put a new roof on a private residence and failed to complete the work. Over the course of the last 18 months, the victims attempted to settle the matter civilly but failed to do so.

Allen declared bankruptcy during the dispute.

He was sent a summons to appear before Magisterial District Judge Timothy Clark on Dec. 18 for a preliminary hearing.

Drug paraphernalia found during traffic stop

Joel M. Schoonover, 27, of Towanda has been charged by Towanda police with possession of drug paraphernalia relating to a Nov. 27 incident on Washington Street in Towanda.

Police said they found Schoonover in possession of syringes, a spoon, a plastic bag and alcohol swabs during a routine traffic stop. Schoonover, a passenger in the vehicle, took ownership of the items when questioned by police.

Schoonover has been sent a summons to appear before Magisterial District Judge Timothy Clark on Jan. 15 for a preliminary hearing.

Athens man charged with theft and reckless endangerment

Adam Michael Polowy, 29, of Athens has been charged by state police with theft by unlawful taking or disposition and recklessly endangering another person for his role in an April 27 incident in Sheshequin Township.

According to police, Polowy attempted to steal a compressor valued at $200 from a private residence when he was confronted by the landowner.

Polowy put the compressor down and left the scene, but the victim was able to observe his license plate and file a police report.

The victim also spotted a young child in Polowy's vehicle as he attempted to steal the compressor.

Polowy was arraigned by Magisterial District Judge Timothy Clark on Nov. 27 and incarcerated on $1,000 bail.

He has been sent a summons to appear before Judge Clark on Dec. 18 for a preliminary hearing.

- Police responded to the 14300 block of Fox Knoll Drive at 11 a.m. Dec. 2 for a reported narcotics/drug abuse/possess-synthetic narcotics.

- Weapons Violations-Brandishing a Weapon: At 7 p.m. Dec. 2, police responded to the 20800 block of Second Avenue for a reported weapons violations. Victims reported, while near the listed location, they encountered the masked suspects, displaying large handguns.

Retail theft charge

A Waverly woman was recently charged with retail theft by Athens Township police.

According to information filed with Magisterial District Judge Michael Shaw, on Nov. 20, Rebecca Dymond Zwierlein, 47, attempted to remove merchandise from the Walmart store on Elmira Street. The merchandise was valued at about $25, police said.

Zwierlein's preliminary hearing is scheduled for Jan. 21.

Man arrested following traffic stop

An Endicott, N.Y. man was recently arrested by Tioga County, N.Y. sheriff's deputies on a charge of aggravated unlicensed operation of a motor vehicle.

According to information from the sheriff's office, Stephen R. Mayes, 39, was also charged with unlicensed operation of a motor vehicle and failure to yield while entering a roadway.

Police said the charges resulted from a traffic stop at about 1:13 p.m. Dec. 11 on Fulton Street in Waverly. Mayes was issued tickets to appear Jan. 9 in Waverly village court.

Waverly police issue parking reminder

The Waverly Police Department recently issued a reminder asking residents to move vehicles off the street during snow events so crews may plow streets and to not park on streets during snow emergencies.

In a release from village police, the department also asks residents to clean snow from around fire hydrants near their homes and businesses. This saves time for emergency personnel to locate and operate hydrants during emergencies, police said. Police also ask that residents clear their sidewalks of snow and ice within 24 hours of snowfall.

Two injured in Litchfield Twp. accident

State police at Towanda recently investigated a one-car motor vehicle accident in Litchfield Township.

According to information from state police, at about 9:02 a.m. Dec. 14, a westbound 2001 Ford Focus operated by Alicia S. Woodruff, 18, of Sayre traveled into the eastern berm of Cotton Hollow Road about 400 feet north of North Rome Road, striking a tree on its passenger side front panel and a second tree head-on.

Greater Valley EMS transported Woodruff to Robert Packer Hospital for minor injuries, police said. A passenger, Richard R. Garris, 20, of Sayre, also had minor injuries, police said. Both Woodruff and Garris wore seatbelts, according to police.

Police said Woodruff was traveling too fast for the road's snowy conditions and cited Woodruff for speeding.

The vehicle had disabling damage and was towed from the scene by Sutton's Towing, police said. The Litchfield Volunteer Fire Company also assisted at the scene.

Harassment charges filed

State police at Towanda recently filed simple assault and harassment charges against two men following an argument at a Towanda Township establishment.

According to information from state police, a 49-year-old Ulster male and a 48-year-old Wysox male were involved in a verbal argument that turned physical Nov. 15 at the Bucket of Blood Bar. Police did not provide the names of the males involved.

Police investigating theft

State police at Towanda are investigating thefts that occurred in Ridgebury Township.

According to information from state police, an unknown actor or actors removed cash from two purses left in vehicles on Pelton Place sometime on Nov. 14 or Nov. 15. Anyone with information is asked to contact state police at (570) 265-2186.

Canton woman cited for criminal mischief

Renee Nicole Shattuck, 26, of Canton has been cited for criminal mischief and public drunkenness following a recent incident on Patton Hill Road in Towanda Township, police said.

The victims in this incident, which took place at 5:10 a.m. Saturday, were members of a Towanda family, state police at Towanda said.

Scranton mayor-elect Courtright weighing whether to reopen city budget

Scranton Mayor-elect Bill Courtright expressed disappointment Tuesday that city council failed to amend the 2014 budget to raise some salaries and add two positions.

But he wouldn't say if he would reopen the city budget next year to make the changes himself.

The amendments died Monday when council did not override Mayor Chris Doherty's veto of council's changes to his $130.2 million budget.

The amendments included raises and an extra position in the business administration office that would have been funded with a grant from the state Department of Community and Economic Development and was recommended by the city's Act 47 recovery coordinator, Pennsylvania Economy League.

These business administration changes, which would have restored cuts made by council a few years ago, included raising the next business administrator's salary from $53,550 to $85,000; to increase the next business administration office's finance manager's pay from $37,400 to $50,000; and to add the position of staff assistant at a $35,000 salary.

Mr. Courtright said he will meet with his transition committee to see how to proceed.

"It's a little disappointing that the DCED was going to give us this money to fund these positions and now we don't have it," he said. "Now, it's not in the budget. We're going to take a good hard look at the budget and see how to proceed."

The three councilmen returning next year, Pat Rogan, Jack Loscombe and Bob McGoff, supported the amendments, while council President Janet Evans and Frank Joyce opposed them. The amendments died because a veto override would have required a minimum of four of five council votes.

Other council amendments that died included raising the mayor's secretary's salary by $5,000, to $36,085, and offset this by decreasing the council solicitor salary by $5,000, to $40,000; reversing Mr. Doherty's slashing of the next fire chief's salary from $67,228 to $50,000, and cover this hike by cutting Department of Public Works refuse bureau overtime; and reducing the number of DPW refuse collectors from 27 to 26, and adding a DPW refuse supervisor at a salary of $30,000.

In opposing these council amendments, Mrs. Evans and Mr. Joyce said that if Mr. Courtright wants those changes to occur, he could reopen the budget after he is mayor.

During the budget debate, Mr. Rogan cited a Nov. 27 memo from PEL Senior Research Associate Joseph Boyle to DCED Executive Director Frederick Reddig recommending that the city apply for an Act 47 grant to cover the increases in the business administration office. DCED appoints and oversees PEL as the city's Act 47 recovery coordinator. Prior cuts to the business administration office hurt its ability to function properly because the business administrator has been reduced to "performing accounting functions," including acting as an accounts-payable contact and a financial analyst, when the business administrator should be focused on overseeing the city's Act 47 recovery process, the memo stated.

The grant would total around $150,000 to cover raises in the existing positions for two years, and 100 percent of the salary for the new position in the first year and 50 percent in the second year, the memo said.

If Mr. Courtright and the next council seek the DCED grant in 2014, PEL Executive Director Gerald Cross said Tuesday they would support it.

Code violations

KULPMONT - Borough code officer Russ Moroz issued citations Friday against the following property owners for alleged code or ordinance violations.

George Politza, of Gibbstown N.J., was cited for a property he owns at 910 Spruce St., where a garage is in danger of collapsing.

George Atiyeh, owner of Apartments and Acquisitions, of Allentown, was cited for a building he owns at 955-957 Chestnut St., where a porch is in danger of collapsing.

Louis Apichell III, of Kulpmont, cited for violations of the borough's rental ordinance for a property he owns at 931 Scott St.

Criminal mischief

NEW PHILADELPHIA - State police at Frackville will charge James P. Druding, 41, of Ringtown, with criminal mischief following an incident at a New Philadelphia apartment between 11 p.m. Monday and 7 a.m. Tuesday.

Police say that Druding caused approximately $200 in damage to the interior of a rental property owned by George Atiyeh, 54, of Mount Carmel at 52 Water St., New Philadelphia.

Drug charges

The following people in Bradford County were recently arrested and arraigned on bath salt related drug charges:

Gary Lee Joslyn Jr., 41, of Towanda has been charged by state police for an incident that occurred at a private residence on Bridge Street in Towanda Township.

Joslyn is charged with two counts of possession with the intent to deliver a controlled substance.

According to police, Joslyn sold one gram of bath salts to a confidential informant for $130 on Oct. 10.

Joslyn was arraigned before Magisterial District Judge Timothy Clark on Tuesday and remanded to the Bradford County Correctional Facility in lieu of $10,000 bail.

Court records show Joslyn was unable to post bail at the time of his arraignment.

He is scheduled to appear before Judge Clark on Jan. 8 at 9:30 a.m. for a preliminary hearing.

Brian Patrick Hennessy, 42, of Towanda and Kaleb Michael Whyte, 23, of Monroeton have been charged by state police for an incident that took place in the parking lot of Hurley's Supermarket in North Towanda Township on Oct. 31.

Hennessy has been charged with possession with the intent to deliver a controlled substance, criminal conspiracy to deliver a controlled substance, possession of a controlled substance, possession of a designer drug and criminal use of a communications facility.

Whyte is being charged with criminal conspiracy to deliver a controlled substance and driving without a license.

According to police, Whyte drove Hennessy to Hurley's Supermarket for the purpose of selling one gram of bath salts to a confidential informant for $120.

Police said Whyte was in the vehicle when the drug transaction occurred.

Whyte was driving with a suspended license that he lost during a June 30 drunk driving arrest.

Hennessy was arraigned Tuesday by Magisterial District Judge Timothy Clark on Tuesday and was remanded to the Bradford County Correctional Facility in lieu of $10,000 bail.

Whyte was arraigned the same day by District Judge Michael Shaw and was also incarcerated on $10,000 bail.

Both men were unable to post bail at the time of their arraignment, according to court records.

Hennessy and Whyte are scheduled to appear before Judge Clark on Jan. 8 for preliminary hearings at 9:45 a.m. and 9:15 a.m. respectively.

Jennifer Jean Devine, 40, of Towanda has been charged by state police for a Sept. 23 incident at a mobile home on Hornbrook Road in Sheshequin Township.

Devine has been charged with possession with the intent to deliver a controlled substance, possession of a controlled substance and criminal use of a communications facility.

According to police, Devine sold two grams of bath salts to a confidential informant for $200.

She was arraigned Tuesday by Magisterial District Judge Timothy Clark and remanded to the Bradford County Correctional Facility in lieu of $5,000 bail.

Court records show Devine was unable to post bail at the time of her arraignment.

She is scheduled to appear before Judge Clark on Jan. 8 at 8:45 a.m. for preliminary hearing.

Kelly Jane Place, 35, of Towanda has been charged by state police for three separate incidents that occurred in June at her private residence and the Wayside Inn parking lot in Towanda Township.

Place has been charged with possession with the intent to deliver a controlled substance, criminal conspiracy to deliver a controlled substance, possession of a controlled substance, possession of a designer drug and criminal use of a communication facility.

According to police, on June 11, June 13 and June 26, Place sold bath salts totaling 3.8 grams to confidential informants.

Place was arraigned Wednesday by Magisterial District Judge Timothy Clark and remanded to the Bradford County Correctional Facility in lieu of $10,000.

Court records show Place was unable to post bail at the time of her arraignment.

Place is scheduled to appear before Judge Clark on Jan. 8 at 9 a.m. for a preliminary hearing.

Bump arrested on bath salt distribution charges

Robert Lee Bump, 38, of Towanda has been charged with delivery and possession with the intent to deliver a controlled substance, possession of a controlled substance, possession of a designer drug and criminal use of a communications facility relating to a Aug. 13 incident on Fairview Road in West Burlington Township.

Police said Bump sold 1.5 grams of bath salts to a confidential informant for $230.

Bump was arraigned before Magisterial District Judge Jonathan Wilcox on Tuesday and remanded to the Bradford County Correctional Facility in lieu of $75,000 bail.

Court documents show Bump was unable to post bail at the time of his arraignment.

He is scheduled to appear before Judge Wilcox on Jan. 15 at 1 p.m. for a preliminary hearing.
