Police Briefs

Harassment charge filed

State police at Towanda recently investigated a harassment incident that took place at a Ridgebury Township location.

According to state police information, at about 8:45 p.m. Nov. 30, James Douglas Harris, 27, of Nanticoke, Pa., struck a 48-year-old female victim in the face and shoved a 16-year-old female victim at a Creekview Lane location.

Man charged with home improvement fraud

Athens Borough police recently arrested a man on a charge of home improvement fraud.

According to information filed with Magisterial District Judge Michael Shaw, Todd Michael Pierce, 35, last known to live in Monroeton, was also charged with deceptive or fraudulent business practices.

Police said Pierce, of Pierce Construction in Towanda, provided multiple misleading contracts to the owners of a home on Elmira Street that contracted him to replace some ceilings in the residence in April 2012. Pierce then completed minimal work on the project, failed to show up after May 17 and had not returned calls left by the homeowners, police said. The homeowners paid Pierce a total of $3,569, although the original cost of the project was $1,595.42, police said.

Police said Pierce also fraudulently represented himself as a state registered and licensed contractor and that the written contract between Pierce and the homeowners did not contain items required by state law.

Pierce was arraigned Feb. 12 and remanded to the Bradford County Jail in lieu of $10,000 bail. Pierce's preliminary hearing is scheduled for Feb. 19.

Man arrested on retaliation charge

An Athens man was recently incarcerated by township police and charged with two counts of retaliation against a witness or victim.

According to information filed with Magisterial District Judge Michael Shaw, Ralph W. Hobbie III, 46, was also charged with two counts each of terroristic threats and harassment.

Police said Hobbie threatened to kill two witnesses that had testified in a sexual assault case against a relative. The relative recently passed away, police said.

Hobbie was arraigned Feb. 13 by Magisterial District Judge Timothy Clark and remanded to the Bradford County Jail in lieu of $100,000 bail. Hobbie's preliminary hearing is scheduled for Feb. 19.

Waverly police make arrests

According to the Waverly Police Department, village police arrested the following between Feb. 8 and Feb. 12:

Lorenzo N. Bester, 28, of Waverly, for criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle and unlawful possession of marijuana. Police found cocaine in Bester's possession, according to police.

Daniel A. Miller, 28, of Chemung, N.Y., for criminal possession of a controlled substance. Miller was arrested for possession of heroin, police said.

Aaron P. Everson, 25, of Barton, for aggravated unlicensed operation of a motor vehicle.

Desiree M. Robinson, 23, of Waverly, for aggravated unlicensed operation of a motor vehicle.

Debrah M. Wright, 37, of Elmira, N.Y., for aggravated unlicensed operation of a motor vehicle.

Michael R. Cooley, 24, of Sayre, for criminal possession of a controlled substance.

Edwin L. Soper Sr., 45, of Waverly, for criminal contempt.

Man in serious condition after accidental fall in Towanda

A Minnesota man was transported to a local hospital after he was found late Wednesday lying unconscious in the Merrill Parkway in Towanda, the Towanda police chief said.

Michael Pulczinski, 28, was intoxicated when he accidentally fell onto the sidewalk next to the parkway from the area of the retaining wall at the east end of Bridge Street, Chief Randy Epler said.

Police believe that Pulczinski fell approximately five feet from a landing in the stairway that is built into the retaining wall, Epler said.

After landing on the sidewalk, Pulczinski then apparently rolled or crawled into the roadway, Epler said.

Epler said he did not know how close to the curb Pulczinski was when he was found.

Some of the details of what happened are unknown, because Pulczinski was alone when the incident occurred, Epler said.

Pulczinski may have been standing against the landing's railing and then accidentally flipped over the railing, landing on the sidewalk, Epler said.

At approximately 11:54 p.m., Pulczinski was spotted lying unconscious in the southbound lane by a motorist driving in the northbound lane, Epler said.

Pulczinski was first transported to Memorial Hospital. He was then transported by emergency medical helicopter from Memorial Hospital to Robert Packer Hospital in Sayre, Epler said.

Pulczinski was listed in serious condition Thursday night at Robert Packer Hospital, a spokesperson for the hospital said.

Scrap metal theft

SHAMOKIN TOWNSHIP - A Coal Township man faces charges of theft and criminal trespass following a state police investigation into a report of stolen scrap metal.

Pennsylvania State Police Trooper Samuel Edwards of the Stonington barracks reported in court documents an individual living on Schoolhouse Road discovered several metal items, valued at $1,370, missing on March 17. The person discovered the items were sold to a local scrap yard.

The scrap yard owner showed to police a video of Donald Ponatoski, 26, of 1128 W. Gowen St., Coal Township, selling a load of scrap metal, receiving $100.

Ponatoski was questioned by police and said the scrap metal he sold was from the Elysburg area. A witness then told police Ponatoski was seen in the area where the items were stolen March 9.

Police charged Ponatoski Tuesday with theft by unlawful taking, receiving stolen property and criminal trespass. The charges were filed with Magisterial District Judge John Gembic III, of Shamokin.

Retail theft

SHAMOKIN - A 14-year-old Shamokin male was cited for retail theft by Shamokin City Police Patrolman Raymond Siko II for taking a pair of headphones, valued at $10.60, from Dollar General on Independence Street at 3:32 p.m. Monday.

DUI

ZERBE TOWNSHIP - Kayla D. Holman, 22, of 38 N. Market St., Shamokin, was charged by state police at Stonington with driving under the influence, driving without a license and various summary traffic offenses following the investigation into a traffic stop on Route 225 at 3:41 a.m. Feb. 2. The charges were filed with Magisterial District Judge John Gembic III, of Shamokin.

Retail theft

SHAMOKIN - City Police Cpl. Jarrod Scandle charged Dal Elliott, 33, of 1102 E. Webster St., Coal Township, with five counts of retail theft after Elliott allegedly pumped gas at the Turkey Hill Minit Market, 501 N. Second St., and left without paying on five different occasions between Dec. 24 and Jan. 25. Total cost of the fuel is $184.75. Charges were filed with Magisterial District Judge John Gembic III, of Shamokin.

Assault

SHAMOKIN - Katherine Bixler, 28, of 17 Walnut St., Mount Carmel, and Roslyn M. Nairns, 30, of 1011 W. Pine St., Coal Township, were both charged with simple assault, disorderly conduct and harassment following an incident at the Rescue Fire Company, Lincoln and Liberty Streets, at 9:45 p.m. Feb. 1.

According to court documents filed by Shamokin City Police Patrolman William Zalinski, the two women allegedly assaulted Peggy Delorso at the station's banquet hall, punching her several times in the head, face and upper body area, and pulling and removing clumps of hair from her head. The charges were filed in the office of Magisterial District Judge John Gembic III, of Shamokin.

Public drunkenness

SHAMOKIN - Justin M. Socko, 28, of 826 Hemlock St., Shamokin, was cited by Shamokin City Police Patrolman Mark Costa with public drunkenness following an incident in the 400 block of North Rock Street at 3:06 a.m. Friday.

Paraphernalia

SHAMOKIN - City Police Cpl. Jarrod Scandle charged David P. Smith, 27, of 509 S. Diamond St., Shamokin, with possession of drug paraphernalia following a Feb. 2 incident at his residence.

According to court documents, a syringe, spoon, cotton and a bottle of water were found in his room while Smith was being treated for an apparent overdose. Smith allegedly told police he used the items to shoot heroin into his system.

The charge was filed with Magisterial District Judge John Gembic III, of Shamokin.

DUI

SHAMOKIN - Lisa J. Velazquez, 26, of 127 E. Water St., Shamokin, was charged with driving under the influence of drugs and possession of drug paraphernalia, following a traffic stop at a Sunbury Street convenience store on Jan. 27.

Shamokin City Police Patrolman Raymond Siko reported in court documents that Velazquez was found slumped behind the wheel of her vehicle at the gas pumps at 7:45 a.m. Chemical testing showed the presence of morphine in her system. A search of her vehicle revealed two syringes and a blue plastic wrapper, consistent with the use of narcotics.

The charges were filed with Magisterial District Judge John Gembic III, of Shamokin.

Retail theft

SHAMOKIN - Kristen Blass, 30, of 1103 Cherry Hill Road, Bloomsburg, was cited for retail theft by Shamokin City Police Cpl. Jarrod Scandle after Blass allegedly took a small cup of coffee, valued at $1.37, from the Turkey Hill Minit Market on Second Street at 3:43 p.m. Feb. 8 without paying.

Simple assault

SHAMOKIN - Albert J. Schweitzer Jr., 37, of 721 Center St., Coal Township, was charged with simple assault and harassment by Shamokin City Police Patrolman William J. Zalinski for allegedly striking his girlfriend, Katherine Bixler, during a domestic dispute on West Center Street at 6:46 p.m. Feb. 1.

Paraphernalia

SHAMOKIN - Zachary Williams, 31, of 129 S. Sixth St., was charged by Shamokin City Police Patrolman Raymond Siko with possession of drug paraphernalia after being found with a chrome pipe and other items consistent with smoking marijuana. The items were found in Williams' residence when police were called to the home at 10:47 p.m. Feb. 3 for a domestic disturbance.

Monroe Twp. man faces drug charges

Michael David Garinger, 42, of Monroe Township has been charged with possession of a controlled substance, possession of a small amount of marijuana for personal use, and possession of drug paraphernalia, police said.

The charges stem from an incident that occurred on Dec. 21, when police went to his residence to arrest him on a federal warrant, state police said.

When serving the warrant, state police saw in plain view in Garinger's kitchen pill bottles and numerous small zip-lock baggies, which are consistent with illegal drug use, police said.

The state police said they then obtained and executed a search warrant for Garinger's residence, and found in his bedroom and bathroom hypodermic needles, metal spoons with a white residue, and pipes.

Also found in Garinger's bedroom were Oxycodone and Methadone tablets, police said.

In addition, a small plastic bag of marijuana was found, police said.

Garinger was arraigned by Judge Tim Clark on Wednesday.

Garinger was then sent to the Bradford County jail in lieu of $10,000 bail.

Garinger must attend a preliminary hearing on Feb. 27.

GPS units stolen

POTTSVILLE - State police at Schuylkill Haven reported someone stole two GPS units valued at $200 from a 2007 Ford E-250 cargo van owned by American Surgical Supply Inc., Pottsville, while it was parked at 347 Pottsville/St. Clair Highway between 5 p.m. Thursday and 9 a.m. Friday.

Burglary

DELAWARE TOWNSHIP - State police at Milton are investigating the theft of 10 electric motors and approximately 50 feet of electric wire from Watsontown Brick Company, located off Clemens Road in this Northumberland County township.

Police said the burglary occurred between Feb. 1 and Thursday.

- Burglary/Breaking And Entering/Residential: At 2:15 p.m., Feb. 5, police responded to the 2300 blk of wakefield st for a reported burglary. Unknown offender entered residence by forcing front door and stole laptop and game system.

Trooper Brandon Allis of the Pennsylvania State Police arrested Selfridge for the offense in December 2012.

Suann N. Dyar, 21, Troy, PA, entered a plea of guilty before Magisterial District Judge Jonathon Wilcox to the offense of Disorderly Conduct, a summary violation, and was ordered to pay a fine and court costs. Nicole Decker, 24, Towanda, PA, entered a plea of guilty before Magisterial District Judge Timothy Clark to the offense of Possession of a Controlled Substance, a misdemeanor, and was sentenced to imprisonment in the Bradford County Correctional Facility for 30 days and she was ordered to pay court costs. Torrance Miller, 20, Fort Duchesne, UT, entered a plea of guilty to Accidents Involving Personal Injury While not Properly Licensed, misdemeanor of the second degree, and Driving under the Influence of Alcohol, a misdemeanor. Miller will be sentenced on March 14, 2013. At sentencing, Miller faces a maximum sentence of up to two years, six months, and loss of Pennsylvania driving privilege for at least 24 months. Trooper George Layou of the Pennsylvania State Police arrested Miller for the offenses in November 2012.

Arthur Bassett, 46, Towanda, PA, entered a plea of guilty to Possession of a Controlled Substance, a misdemeanor. At sentencing, Bassett faces a maximum sentence of up to 12 months. Bassett was arrested for the offense by Trooper Joshua Fisher of the Pennsylvania State Police in September 2012.

Lisa May Little, 30, Athens, PA, entered a plea of guilty to Theft By Unlawful Taking, a misdemeanor of the first degree. At sentencing, Little faces a maximum sentence of up to five years. Chief Chris Hutchinson of the Athens Borough Police arrested Little for the offense in November 2012.

The sentence was imposed following guilty plea to the offense of Statutory Sexual Trooper Jeffrey Sredenschek of the PA State Police arrested Cieri for the offense in August after an incident in Burlington Township.

Kyle A. Rudloff, 21, Sayre, PA, was sentenced to a term of imprisonment in a PA State Correctional Faculty of from four years to 10 years. The sentence was imposed following guilty plea to the offense of six burglaries and two Officers and Troopers from the Sayre Borough, Athens Township and PA State Police were the arresting agencies. Rudloff arrested in October 2012.

Jean E. Lane, 40, Towanda, PA, was sentenced to a term of imprisonment in the Bradford County Correctional Facility of from 16 days to 120 days Trooper Joshua Fisher of the Pennsylvania State Police arrested Lane for the offense in September 2012

Pedestrian flown to hospital

NORTH MANHEIM TOWNSHIP - Joshua Rivera, 19, of Philadelphia, was flown by Life Flight helicopter to Lehigh Valley Hospital in Allentown, after being hit by a 1995 Chevrolet Aveo driven by Richard Mattes, 54, of Frackville, shortly after 5:30 a.m. Sunday at the intersection of Route 61 and University Drive in this Schuylkill County township.

State police at Schuylkill Haven said Rivera suffered unknown injuries. No other information involving the accident were released by state police.

Pair charged in theft

Ashley May Bennett, 21, of Canton, faces a preliminary hearing at 3:30 p.m. Feb. 20 before Magisterial District Judge Jonathan Wilcox of Troy on charges of theft by unlawful taking or disposition and criminal conspiracy for an incident that took place around 4:10 p.m. Aug. 4 at the Pump n Pantry store in Canton Township, according to court papers.

The papers note that she is accused of the theft of $200 from the store, and conspiring and agreeing with Joshua Lee Ellenberger, 28, of Canton.

According to court papers, Ellenberger was also charged with theft by unlawful taking or disposition for the theft of the $200, receiving stolen property, and criminal conspiracy.

In an affidavit, Pennsylvania State Police Trooper Michael Mislevy noted that Bennett admitted that she did take money, but it was not $200, but less than $100. She stated that Ellenberger told her to go to the back cash register to cash $100 because he was told by the front cashier that they couldn't cash it at the front register.

Ellenberger waived all charges to the Bradford County Court of Common Pleas, according to Wilcox's office.

DUI charges

The following people were recently charged with driving while under the influence in Bradford County:

Kyle Francis Sparling, 18, of Ulster, by Pennsylvania State police following a one-vehicle crash that occurred at 2 a.m. Nov. 30 on State Route 4014 at Wood Road in Smithfield Township, approximately one-half mile west of East Smithfield.

Trooper Wayne Dunkling said Sparling was also charged with driving while operating privilege is suspended or revoked, careless driving and a violation of "roadways laned for traffic."

A spokesperson for Magisterial District Judge Jonathan Wilcox's office said Sparling waived all charges to the Bradford County Court of Common Pleas.

Darla Jean Rockwell, 57, of Canton, by Pennsylvania State Police following a crash that occurred at approximately 8:21 p.m. Dec. 16 on Route 14 at Landis Road in Canton Township.

Trooper Frank Naughton said that Rockwell was also charged with following too closely and careless driving. Rockwell rear-ended another vehicle that was stopped waiting to make a left-hand turn, according to court papers.

A spokesperson for Magisterial District Judge Jonathan Wilcox's office said Rockwell waived all charges to the Bradford County Court of Common Pleas.


Engineer's report details courthouse lot makeover

New details on a plan to reconstruct the rear parking lot by the Luzerne County Courthouse are included in report from county engineer Joe Gibbons.

When finished, the rear lot will have a security gate and limit access to parking for the disabled, deliveries, emergency vehicles and "security-sensitive employees." The project is scheduled to start next year and will connect the south lawn by the courthouse to the riverfront park improvements finished in 2009 "without the unnecessary intrusion of excess traffic," the report said.

The estimated cost for lawn reconstruction, rear-lot construction and the riverfront park connection is about $2.9 million, according to the county capital budget. Borrowed money remaining from a bond issue approved in 2007 funds county capital projects.

Gibbons plans to review courthouse and parking projects at tonight's council meeting. Design work will begin this month for the complete rehabilitation of both courthouse elevator units and the replacement of courthouse roof sections, Gibbons said in a report submitted to council last week.

The county plans to advertise bids for those projects in April, and construction is expected to last eight months for each. The new-roof cost is $1.1 million, and the elevator-repair cost is $300,000.

In 2011, the county began a $5.6 million project to restore and repair the exterior of courthouse in Wilkes-Barre. Work to plug old exterior leaks in the courthouse dome let in more water from heavy rainfall and caused more damage to interior plaster and murals in 2011, so the county last year earmarked another $100,000 in capital funds to fix that damage.

The "final phase to weatherproof the exterior" is replacing "the old rubber membrane roof" sections with "a high-performance fiberglass shingle system," Gibbons said. Because exterior work will continue this year, the county plans to implement interim and permanent changes to parking in the rear lot, the Water Street parking facility and the courthouse annex lot across River Street.

County Manager Robert Lawton's administration has been working with the acting Sheriff Jack Robshaw to develop a parking ordinance for county property to enforce parking plans at various county facilities. The county this year plans to enforce new restrictions for the rear lot "to clear congestion and to provide a lay down area for the eventual roofing contractor" and construction material, Gibbons said.

The 2014 projects include a new River Street entrance that leads to the courthouse rear lot. The new entrance will connect to the traffic light at the Union Street intersection.

The south-lawn and rear-lot projects will revive and modify design work previously conducted by the county flood protection authority, which was in charge of the riverfront recreation improvements to the River Common in Wilkes-Barre. The county initially set aside $4.4 million from capital bonds approved in 2007 for the "courthouse gardens" project, which was envisioned as a companion to the remodeled River Common.

Improvements from the rear-lot project include the demolition of the south lawn sandstone veneer wall, the partial removal of the buried rail line, utility replacements, drainage replacements, resurfacing, signing, pavement markings and access control.

In 2015, the county plans to launch a $2.3 million project repairing the courthouse dome interior, plaster, marble, gilding and artwork.

Paintball hits window

SNYDERTOWN - State police at Stonington reported someone fired a paintball that struck a front window at the residence of Leann Drumheller, 47, of Freidline Road, Snydertown, shortly before 7:30 p.m. Sunday.

The paintball left an orange residue on the window, police said.

Public drunkenness

COAL TOWNSHIP - Andre A. Stone, 30, of 612 E. Commerce St., Shamokin, was cited by Patrolman Christopher Lapotsky for public drunkenness relating to an incident at 3:53 a.m. Jan. 26 in which he was found walking in the middle of Route 61 near Burger King.

Police said Stone was disoriented and under the influence of alcohol in sub-freezing temperatures.

Criminal mischief

SHAMOKIN - Belinda Smith, 20, of 18 E. Railroad St., Mount Carmel, was cited by Patrolman Scott Weaver for criminal mischief for allegedly dropping a bottle of soda that splashed onto a vehicle owned by Judy Jones, of 101 N. Rock St., Shamokin, and a neighbor's house.

Police said the incident occurred at 5:15 p.m. Sunday outside 101 N. Rock St.

Disorderly conduct

SHAMOKIN - Jack A. McKeen III, 41, of 1110 W. Lynn St., Coal Township, was cited by Patrolman Raymond Siko II for disorderly conduct for allegedly jumping onto the hood of a moving vehicle and screaming at its operator, Earl Sheriff, 59, of 911 W. Arch St., Coal Township, at 9:23 a.m. Saturday on Second Street near Water Street.

Mailbox smashed

RUSH TOWNSHIP - State police at Stonington reported someone smashed the mailbox of Randy Allen Kile, 50, of 31 Murphy Road, between 8 and 9 p.m. Sunday before fleeing the scene.

Smoke in structure

MARION HEIGHTS - Firefighters from Marion Heights, Kulpmont and Mount Carmel responded to a report of smoke coming from 560 E. Melrose St. at 1:30 p.m. Monday, but no fire reportedly was discovered.

Firefighters were in service for about 30 minutes.

Also responding were local fire police and AREA Services Ambulance.

Pedestrian critical

ALLENTOWN - Joshua Rivera, 19, of Philadelphia, who was seriously injured Sunday morning when hit by a car at the intersection of Route 61 and University Drive in North Manheim Township, Schuylkill County, was listed Monday in critical condition at Lehigh Valley Hospital.

Condition updates

DANVILLE - A Mount Carmel man injured two weeks ago in a head-on crash on Natalie Mountain is in serious condition at Geisinger Medical Center.

Glenn Meredith, 52, of Mount Carmel, was injured Feb. 4 on Route 54 near Strong. He had been in critical condition for much of the time he was hospitalized.

Renee Austerberry, 27, of Shamokin, is in fair condition. She was injured Feb. 9 after crashing on Route 61 between Saint Clair and Frackville in Schuylkill County. She had been in serious condition.

Yazeed Azar, 50, of Shenandoah, was released from the hospital Saturday. He was injured Feb. 11 after crashing through a cemetery maintenance shed in Aristes.

Cheryl Tanney, of Mount Carmel, was released Friday. She was injured Feb. 9 after crashing on Route 54 near Bear Gap Road in Ralpho Township.

HANOVER TWP. - A Wilkes-Barre man faces charges of driving under the influence and leaving the scene of an accident on Sunday, police said.

David Carpenter Jr. of Hillside Street struck a parked vehicle on West Liberty Street in Hanover Township and fled the scene, and police located him a short distance from the crash.

City police responded to the following incidents:

n Police responded to a report of a theft from a vehicle around 1:20 a.m. Thursday. Someone took a Sony recorder, a Dell laptop and credit cards from a Dodge pickup parked at 35 Columbus Ave.

n Someone took two bank bags from a vehicle that was parked at 47 W. North St., police reported Saturday.

Man charged with simple assault

A Towanda man accused of hitting another person was arrested by borough police recently on a charge of simple assault.

According to information filed with Magisterial District Judge Tim Clark, John J. Lochner, 31, of 418 Bridge St., has also been charged with resisting arrest.

Towanda police officers Sgt. David Lantz and Officer Bryan Bellows reported responding to a domestic dispute in progress at 9:46 p.m. on Feb. 15 at 418 Bridge St. When they arrived at the scene, police reported, they spoke to Melissa Lochner who was on a stair way leading to an upstairs apartment. Noting a red mark on Melissa Lochner's face, Sgt. Lantz asked her of John Lochner had hit her, which she confirmed, the report continued.

John Lochner then emerged from the apartment, the report said, and yelled that he had grabbed her (Melissa Lochner). Police said they instructed John Lochner to step out of the apartment, because he was going to be arrested for domestic violence. John Lochner said they didn't have a warrant and attempted to close the door, according to the report. In the process, John Lochner resisted arrested, and had to be wrestled to the ground and threatened to be tasered before allowing himself to be handcuffed and be placed in the patrol car.

John Lochner was arraigned before Judge Clark, who ordered the defendant released on non-monetary bail. His preliminary hearing has been scheduled for Feb. 27.

Man charged with possession

A Troy man was arrested by state police recently on a charge of possession of a controlled substance.

According to papers filed with Magisterial District Judge Tim Clark, Derek Chad Baldwin, 24, has also been charged with possession of drug paraphernalia, and operating a motor vehicle while his license was suspended or revoked.

Trooper Michael Adams reported observing a white Jeep Cherokee around 1:45 p.m. on Feb. 8 near Marcy Hill Road, which matched the description of a vehicle stolen earlier in Towanda Borough. Trooper Adams, along with Trooper Nathan Lewis and a third trooper, initiated a traffic stop as the vehicle pulled into a driveway along Marcy Hill Road.

Baldwin was identified as the driver of the vehicle, the report continued, and as he was being taken into custody, they observed a syringe on the ground next to him, and also discovered to other syringes in the vehicle.

The Cherokee was impounded, according to the report, and a further search conducted after a warrant was obtained revealed several more syringes and a container of dark liquid believed to be bath salts, as well as other items related to illegal drug use.

State police said they spoke to owner of the vehicle, who informed them that he had no personal items inside it when it was stolen. Baldwin was transferred to the custody of the Bradford County Sheriff's office, which had a bench warrant for the defendant's arrest. State police said they also determined that Baldwin's driver's license was suspended.

Woman faces possession charge

A Sayre woman was arrested by Towanda police recently on a charged of possession and/or delivery of a controlled substance.

According to information filed with Magisterial District Judge Tim Clark, Janet Marie Cobb, 25, of 213 Blackberry Ave., has been accused of selling the prescription drug Vicodin to an confidential police informant on Feb. 24, 2011.

Towanda police officers John Hennessy and David Lantz reported speaking to the confidential informant around 10 p.m. on Feb. 24, 2011, who informed them that Cobb was inside Smeck's Wayside Inn (Bucket O' Blood), attempting to sell the Vicodin pills. The officers, who are also members of the Bradford County Drug Task Force, arranged with the informant for the purchase of the Vicodin.

Police then allowed the informant to drive to Smeck's Wayside Inn, following in their own vehicle. At the inn, the reported continued, police said they observed Cobb hand the informant something. The informant then turned over a small clear plastic baggie containing 10 white oval pills later identified as Vicodin, police said.

Cobb was arraigned before Judge Clark, who ordered the defendant released on $3,000 bail. Cobb's preliminary hearing before Judge Clark is scheduled on Feb. 27.

Man accused of possession

A Towanda man was arraigned before Magisterial District Judge Tim Clark recently on a charge of possession of a controlled substance.

According to information filed in Clark's office, Michael David Garinger, was arrested by state police for the above offense on Feb. 8. Trooper Anthony Stempien reported stopping a green Subaru Legacy around 11:25 a.m. on U.S. Route 220, just south of Patterson Boulevard. A check revealed that Garinger was wanted on an unrelated matter, the report continued, and a pat down search revealed 11 packets of a white powder substance later determined to be heroin in his left front pants pocket. In Garinger's right front pants pocket, according to the report, Trooper Stempien discovered a white powder substance that later tested positive as bath salts.

Garinger's preliminary hearing has been scheduled for Feb. 27 before Judge Clark.

Arrest leads to possession charge

A Towanda man was arrested recently arrested by state police on a charge of possession of a controlled substance.

According to papers filed with Magisterial District Judge Tim Clark, Joel Duane Vanderpool, 30, of 3713 Liberty Corners Road, has also been charged with possession of drug paraphernalia.

Court papers indicated that state police Trooper Robert W. Hutchison, Sergeant James Warner, Corporal Doug Smith, Trooper Michael Adams, as well as members of the the Bradford County Sheriff's Department, were in the process of taking Vanderpool into custody on an unrelated felony warrant on Dec. 21 at a private residence on Marcy Hill Road. Druing the process, police said, they discovered several pills of what was determined to be a controlled substance, along with a hypodermic needle.

Vanderpool was arraigned before Judge Clark, who ordered the defendant incarcerated in lieu of $10,000 bail. His preliminary hearing is scheduled today.

Man arrested for simple assault

A man was arrested by state police recently on a charge of simple assault.

Information filed with Magisterial District Judge Tim Clark indicated that Jorge Cordero, 21, no known address, was also charged with harassment, following an incident that occurred around 5 p.m. on Feb. 8 in New Albany.

State police Trooper John Youngblood reported being called to 88 Front St., Apartment 1, in New Albany to investigate an assault. Youngblood spoke to Robert and Amber Muzzy, who explained that they had been involved in a dispute earlier with Antonio Hawley -- later identified as an alias for Jorge Cordero. Amber Muzzy explained that Hawley (Cordero) had been living at their residence, but they had informed him he had to move out. During the argument, according to the report, Hawley pushed Amber Muzzy, and when Robert Muzzy intervened, Hawley punched him in the face, injuring him in the process.

Cordero had fled the scene before the state police arrived, but was later picked up and arraigned before Judge Clark, who ordered the defendant incarcerated in lieu of $10,000 bail. His preliminary hearing is scheduled for Feb. 27.

Man charged with obstruction

A Towanda man was recently cited by the Bradford County Sheriff's office recently, on a charge of obstructing the administration of the law or other government function.

According to papers filed with Magisterial District Justice Tim Clark's office, Harry Fay Yates Jr., 55, of 204 State St., was charged with the above offense following an incident on Feb. 11. Bradford County Deputy Brian J. Wibirt reported going to 113 Bridge St. in Towanda with Deputy James Hart, to serve a bench warrant. When they arrived at the address, Wibirt reported, a man - later identified as Yates - answered the door. When they told them why they were there, Wibirt said, Yates informed them the man they were looking for was not there. When he asked Yates if they could come in and look around, Wibirt continued, Yates again informed them the man they were looking for was not on the premises. Wibirt said he told Yates if he had lied to them, he could be arrested. Yates then said, "You can not arrest me."

Wibirt and Hart then entered the apartment and discovered the man for whom they had warrant, who was taken into custody without incident. Yates was later arraigned before Magisterial District Judge Jonathan Wilcox, who ordered the defendant released on $35,000 unsecured bail. Yates is scheduled to appear today before Judge Clark for his preliminary hearing.

Woman accused of sexual assault

A Towanda woman was arrested by borough police recently on a charge of statutory sexual assault.

According to information filed in Magisterial District Judge Clark's office, Mindy Rose Burnett, 24, of 211 Maple St., has also been charged with corruption of a minor, and indecent assault. Burnett is accused of having had sexual contact with an underage juvenile male on three separate occasions in January.

Towanda police Officer Ryan Edsell reported receiving information from Bradford County Children and Youth Services on Feb. 13, in which Burnett was accused of the above offense. Edsell interviewed the juvenile, as well his mother, who confirmed the information, the report said.

The next day, the report continued, Edsell interviewed Burnett, in which she admitted to having had sexual contact with the juvenile.

Burnett's preliminary hearing has been scheduled today before Judge Clark.

Woman charged with theft

Katie Marie Brown, 18, of Monroeton has recently been charged with Retail Theft for stealing a white Samsung Galaxy Note valued at $599.99 from AT&T on Nov. 1 in Wysox Township.

Brown has been sent a summons to appear before Magisterial District Judge Fred Wheaton on March 12 for a preliminary hearing.

DUI charges

The following people were recently charged with driving while under the influence in Bradford County:

Amanda Sue Kithcart, 25, of Towanda, by state police, on Feb. 6, on 1863 Mercur Hill Road in Wysox Township.

Kithcart was also charged with felony fleeing or attempting to elude a police officer, criminal mischief, criminal trespass, driving at an unsafe speed, careless driving, and reckless driving.

According to police, they were called to a residence for a domestic disturbance when they witnessed Kithcart staggering outside of the house, with a strong smell of alcohol on her breath.

While police spoke with the home owner, Kithcart fled the scene in a 2012 Honda Sedan at a high rate of speed. Police gave chase but decided soon after to terminate the pursuit due to unsafe road conditions and speed.

Kithcart has been sent a summons to appear before Magisterial District Judge Fred Wheaton on March 12 for a preliminary hearing.

Boat motors stolen

ROCKEFELLER TOWNSHIP - Richard V. Zurick, 36, of 1956 State Route 61, Sunbury, told state police at Stonington someone removed three boat motors from a carport at 810 Carroll Road between noon Jan. 27 and 7 p.m. Feb. 18.

The motors taken are an Evenrude 4/4, a 12-pound Stow and Go, and a Shakespeare Electric Trolling Motor. Anyone with information on the theft is asked to contact police at 286-5601.

PFA violation

KULPMONT - Matthew S. Haydt, 25, of 126 Third St., Strong, has been charged by Patrolman Michael Pitcavage with violating a protection from abuse order.

According to a criminal complaint, Haydt is accused of causing two disturbances at the residence of Heather Hudson, 917 Chestnut St., Apt. C, Kulpmont, between 5:46 and 6:44 p.m. Sunday.

Haydt was arraigned on the charge Sunday night by on-call Magisterial District Judge John Gembic III and committed to Northumberland County Prison in Sunbury in lieu of $5,000 cash bail.

Bad check

SHAMOKIN TOWNSHIP - Darvin L. Bohner, 58, of Gratz, was charged by Trooper David Myers of state police at Stonington with issuing a bad check in the amount $967.78 to Bed Barn Furniture Store along Route 61 May 15.

Citations filed

COAL TOWNSHIP - An 18-year-old Mount Carmel man faces two citations following an accident Monday on Route 901 in front of the Sunoco station in Ranshaw.

Justin Hine will be cited by Coal Township Patrolman Joshua Wynn for a stop-sign violation and for driving with a suspended license.

He was driving a 2000 Buick LeSabre when he pulled onto the highway from a stop sign on Rock Cut Road and struck a westbound 2002 Ford Explorer on its driver side.

Both Hine and the Explorer's driver, Glenn Heim, of Trevorton, were taken by ambulance to Geisinger Medical Center, Danville, for treatment.

Crash

MANDATA - Two Lykens residents were injured Monday in a rollover accident on Route 225 about one mile south of Line Mountain Junior/Senior High School.

According to Trooper David Myers of state police at Stonington, Billie J. Stoneroad, 32, was driving a 1992 Chevrolet Blazer north near Hepner Road at 9:46 a.m. when she lost control of the vehicle, which rolled several times before coming to rest on all four wheels in a field.

Stoneroad suffered moderate injuries and was transported by Americus Ambulance to Sunbury Community Hospital. Her passenger, Steve C. Stoneroad, 33, suffered minor injuries. Both were wearing seat belts.

Billie J. Stoneroad will be cited for a speeding violation.
